He wouldn't be related to you by blood, unless your Uncle is your mother or father's brother.
If your aunt is either your mother's sister or your father's sister, then your aunt's husband is outside the gene pool, which makes his cousin also outside the gene pool.
If your uncle (your aunt's husband) is your father's brother or mother's brother, then his cousin is your second cousin. A little close in relation, but not really.
In most states, you can actually legally marry your 1st cousin.
There you have it.
I know a few people who have married their outer family, like a cousin or whatever. Personally, if you two love each other, why not.

since you're thinking marriage I would assume you have been in a relationship with this person for some time. if it hasn't been a problem up til now, why would getting married be any different?
As soon as you get into the "step"-family, then it's not contrary to the law. There is no blood relation to that side of the family. I doubt that there would be any fallout in other peoples' opinions, since technically that person is no more closely related to you than a random stranger.
No he isn't related by blood so go right ahead. It won't be frowned upon.
