A little of both. The fashion industry has a tradition of designing women's clothes generally to make women attractive to men... going back to corsets and bustles
... since it's widespread, it's changed the common idea of what we all think of as looking "good"
I think it's the same thing with men's clothing... where looser fitting clothing makes them seem larger (more fit)

Excessive cleavage - yes, to attract men.
A little cleavage - maybe, it depends.
I try not to show cleavage but before I had my breast reduction it was impossible to NOT show cleavage. If I wore a modest shirt, it made my chest look that much bigger - i felt.
Depends on the female.
Some people do it because their clothes are made that way and they never bothered to get new clothes. Some of my clothes show cleavage and I don't wear it to show off - just because I don't have a lot of options in clothes to wear. I have to buy new clothes soon.
They do it for attention. They have no redeeming qualities or hobbies or anything interesting about them. They are vapid penis sheaths with mouths that are constantly talking yet without conveying a single intelligent thought.
Yes. That's the whole reason there are "low cut" shirts to begin with!

Well in high school or maybe middle depending on your age it's definitely common to see girls showing cleavage and it might be to attract guys because that's an aspect of them that they know is made in a way that guys like
Not to attract guys per se, but just to look feminine and cute. I have a boyfriend so not trying to attract guys, but that's no reason to change my style which does include a lot of tops that show cleavage.
I do privately or if I'm out with someone with whom I'm already in an established relationship. Other than that, no, good things won't come from a guy who approached me because of my cleavage.
It just happens. We don't do it to show off for guys, but if we wear a low cut shirt or dress it just happens.
i think it's mainly to look good/ pleasing in appearance. :)
In word, yes, they do it to get attention and guess what, it works
Sometimes to get attention
Sometimes to feel more femininNot to attract guys, to get their attention. Once they got the attention, that's enough.
i think just to tease men haha..
