I'm a guy, and hopefully I'm not a jerk lol, because I and most guys do it, although I can only hope I'm more subtle than the more obvious people. The reason I look is because I think said girl is very pretty. I make a point of listening very carefully to what they are saying and making eye contact as often as possible when doing so, because I'm not thinking only in a sexual way, I do care about them and what they have to say. I just also think they are very attractive and have a difficulty not noticing that. I wouldn't want to tell them due to the fact that most girls are very self concious and I'd feel bad about making them feel that way, but honestly take it as a complement especially from the guy you like since he's obviously appreciates how pretty you are :)

When talking to a guy, do you never glance at his shoes, his pants, his ears, or so on? (Breasts are a little different, I know, but it's still a good point...)
And I think the fact that he's talking to you shows that he's interested in what you have to say.
Also, I think he's doing a lot better at restraining himself than other guys your age...
I know a guy that does this to me ALL the time. He delivers to my employer and I have caught him several times. At first I was really offended but not any longer. I think it's just a "guy" thing, meaning he likes women and the female form. There is an allure so he is drawn to it. I don't think it has a sexual connotation to it. I concluded the guy in my situation thinks I am decent looking. That's cool with me because he is a sweetheart.
Lol I don't think guys can help but look. It could definitely have to do with the way you dress though. It's much harder for them to ignore your boobs if they're hanging halfway out of your shirt.

All guys do it and most try not to. Its a normal instinctive reaction to the presence of breasts. Like driving during sunset, you should pay attention to the road but you just can't help basking in that heavenly glory from time to time.

If you like him, you should encourage him. take it as a compliament. maybe wear a necklace or a top that can work as a conversation piece.

All guys do it. If I'm wearing any sort of top that even vaguely shows the shape of my boobs, 90% of guys will give a quick glance every few minutes. About 5% of those will actually just stare, almost constantly.
