no underwear under a skirt why not, you are the only one that will know, unless your skirt is so short that people will instantly know you are going commando then it may not be a good idea. I'm sure your skirt is long enough to sit on you are not bare butt on the chair and yes the wind would feel great! Go for it why should you dress for others, do as you like as long as it's tasteful.
Sooner or later someone will notice and you really, really don't want to be the girl in school who's known not to wear underwear and what being that girl suggests.
Once you get that reputation, whether warranted or not, you're going to keep it.
If you go to a catholic school, it would probably be better if you wear an underwear. Otherwise you might be popular as the school slut.

It is EXTREMELY weird if you don't wear underwear under a skirt. People would start consider you a slut and you would become infamous within hours. So please better go outside by wearing one.

I went to a catholic school with uniforms. Several of the girl went without, we had a two story building with open stairwells, so it was easy to see.
It is not appropriate for a minor to dress that way.
