I've seen people pull off more revealing clothes a "business casual" so you should be good but keep in mind that it can sometimes be a grey area that depends on your office enviroment.

You can wear it for business but it is certainly not business clothes.

I don't know about business casual. It doesn't seem to fit in that scene. It's seems a little to big and meant for something else like relaxing on your day off. Maybe something isn't so loose at the bottom

Generally yes except maybe if you work in middle or upper management with customer contact depending on the kind of company. Only the scarf wouldn't fit for business in my opinion.

It just looks like an everyday summer dress or casual not quite business casual. I'm also not very fond of it not crazy about stripes.
Yup, it's adorable. But - keep in mind - only really skinny girls can handle that skirt.
i dont see it as business casual tbh. it looks more like summer dress casual. when i think business casual, i think more of a knee length pleated, skater or pencil skirt.

I like the top, not sure about the skirt. Either way business casual is a fuzzy term, depends on your work.
