I have amounts of fat in my stomach, thighs and ams, but I can visibly see my lower rib bones.
Is this normal?

Unfortunately we cannot control where fat gathers on our bodies. And it doesn't always end up proportionally where it should. Normal? I can't say. But not super-abnormal.
Newsflash: You're supposed to have some fat.
Anything less than 10% body fat for a female is not healthy.
Some people can see their ribs if they stretch or bend. If you stand there and see ribs, you're too thin.
