Up until the point you said it's for prom - I was going with the tight black dress. But for prom - tight and really short - might not be the right kind of look. If you're going with short for prom, then you probably need a little more body to the dress to avoid it looking like you're just going to a nightclub or something.
But it's hard to tell without seeing pictures, and what you're going to wear it with.
As just a dress, I'd say the black one. But for prom, I would say the pinnk.
Prom generally isn't overly sexy, more just formal, so I would suggest the pink one. At my prom, I saw way more "princess" dresses that tight/short ones, and those seemed a bit out of place to me. Have fun :)
I'd go with pink for the prom. The black one you can wear any other time , e.g. on a date or dinner some other day.
The tight black one, because this will compliment your figure where the pink one could make you look bigger, and if you have the figure, then why wouldn't you want to express your confidence with a dress that shows it off, have a ball,x

If this is prom, you want something long, not short. If it's for something else, like homecoming or whatever, it's OK to go short. Prom is one of those events that needs to be formalized and short dresses aren't formal
Go long, and get the pink one.

Black dresses are more classy. Short pink dress is good for young girls. You're under 18 so I guess it would it would suit you well.
