Yes, but be careful how you use them. If the weights are to heavy and you have never used them before don't do to many reps in one set. I would do three sets of 6-8 to start and then work your way up to three sets of 12-15. don't rush as you can hurt your inner and outer thigh area.

I use ankle weights from time to time and it increases my workout...most of the time.
I do ankle weights to increase endurance but ye it does help.

Ideally, yes, but you know I got the hand weights, just 2 lbs and let me tell you, I've hurt my hands and fingers TWICE with pain and swelling. Start small and go slowly.
