Step 1: Ask for permission to flirt with her

I kinda do what you're saying, but then I feel like I'm getting the innocent vibe. Especially if you know the girl. I kinda feel like if you're a confident, attractive, sweet guy (a genuine good guy who compliments her personality), you have her acting sweet and innocent. Another friend who objectifies women, is not sweet, tells every girl she is pretty, not just her and doesn't text her sweet stuff etc, he sees her being less innocent.

I am not sure if I agree with these things. There is nothing more of a turn off than having someone to ask to flirt with you. Flirt with your words and your facial expressions if that is the case.

Asking someone to be your girlfriend right off the bat might also be the problem why the flirting isn't working to begin with. It would freak most girls out. Forwardness can work if it is done right and I am not sure if a guy getting flirting tips from this can do it right...

I don't think it's that retarded. I was once at a bus station waiting for my bus and then this guy approached me out of the blue.
