If the guy holds my hands, is protective about me, kisses my hands, shows interest, takes me on dates and all but doesn't kiss me, I'd just think that unlike some manwhores that I've met in past, this guy genuinly likes me. There's no rule book that says you should kiss by your second date. Yea, if she initiates the kiss, don't stop. And also, if you think she's put off because of you not kissing her, you could text her saying, i know you're put off because I didn't kiss you. But trust me, Every cell in my body wanted to do that. u No, not if he's doing all of that. I would just think he's probably shy or unsure if I would kiss him back, so I would either flirt back a lot more, or just make the first move. If nothing happens by like 3 or 4 dates, then I would start to think it's not going to work out.

One of the sweetest second dates ended with a big hug and a kiss on the forehead. It was almost reverent how it was done and then after I was sent a text asking if my boundaries had been crossed. My point is go with what you feel and she will give you signals, try and take them but also at the beginning she is likely waiting for your move so you will need to make them. Good luck!
I wouldn't have a problem with it. It's fine, but I usually give a good sign if I want to kiss. If I haven't kissed you on the second date or given you hints so that you can kiss me, then I am not interested.
