I think you're probably over analysing the situation here, but if it is a seriously noticeable and regular thing, then I think it's just a show of confidence. Think for example when you see a cowboy with his hands over his belt walking cooly away from his day's work... he looks cool right and confident.
In flirting this could explain it:

He probably wants to make room for that big cock you're making grow. By the time it's full grown he probably wants to unbuckle his belt and let it free off of strain. Or it could simply be he just likes feeling his belt.

2) It's a tick thing. For example, I touch my hair a lot when I like someone. The sign of him touching his belt may be something similar to it. It probably gives him a confidence boost to interact with you and to appear "relaxed" to you.
