If a GIRL introduces herself to a guy, is it assumed that she is hitting on him/ is interested in him more than a friend?

I'm just wondering how guys take it when a girl is the first to "make a move." Do guys immediately think she's into them? Even if it's like just "hey! You seem interesting. Let's get to know each other." ?

What if I came up to you and said. "Hey my name is Curtis whats your name" or something. What would you think?
