The Arab guys we see in the West are nearly all the wealthy oil elite, and while they can't get away with much in their own countries, they have learned money will make you desirable and immune from criticism to women in the West for almost any arrogant behavior, such as what you describe.
So they compensate for the inability to use their wealth to monkey around much in their home countries, by being complete playboys abroad.
Cultural differences mostly, middle eastern males are still revered as heads of household, and the women typically play a more submissive roll. So that plays a roll in how they "court" women.
I've seen this too MOST male middle easterners are quite arrogant and condescending towards women. I guess it may be because in Arab countries woman are considered property and generally have no rights. This is how they were raised even in other countries (most families still drill there beliefs into them) I guess they just feel they can treat all woman like this even that don't share the same religion as them.
The ones I have known are either very confident or very shy... but like most minorities, it's hard to generalize because not enough in number.

Yeah. So far every Arab I've met so far are upfront about anything and are very confident or they just do not care about the result of their actions.
I think their upbringing contributes a big part into it.
