Boss said in front of everyone that he likes me and he's always trying to get my attention...is he flirting with me?

If I walk by his office and don't stop or smile at him he will call out to me hey come here or come back or what's up... and it will never be to talk about work but just to chat and joke

he doesn't do that to anyone else. His office is close to mine so I see how he acts to everyone. He is always checking me out and calling me over. And I'm the only one whose office he comes to and sits by my desk with me. He never does that to anyone else.

Also my birthday is tomorrow. Another woman in my department gets everyone bday cake and makes a little party. My boss asked me if I mind if we have my party one day late bc he will be at a meeting and he wants to be at my birthday parTy. I said sure it's no problem and he said "see this is why I like you!" In front of my coworkers.

Is he trying to flatter me or flirt? He's always playfully teasing me too.

He he isn't in a relationship.

Well it's hard to tell because I can picture an extremely outgoing positive manager being like that.
Does he act this friendly toward other co-workers? If not then it's obvious he's into you to at least some extent.

He's definitely friendly but he's usually making fun of people he's a big clown but to me he's throwing me a lot of compliments.
