If you are looking for something more than just a hook up then maybe what you can do is send a message on insta (can you even send messages on insta? I'm not so great with it). Or something to that effect.
A great way to do this is to send a message about something they have posted. For instance, have they just checked out a really cool mexican restaurant? Ask them about it, ask them what the food was like, what they recommend.
That gets you into the door. Then you can slyly flirt with them by saying "maybe we could check it out together sometime ;)".
That can at least get some dialogue started between you two. Be kinda flirty and hopefully you two can connect more.
