Why does he stare but never look away when I catch him?

I've heard that when a guy looks at you he likes you, but they usually look away when you catch them. I was just sitting in my seat or whatever during a session (I won't bore you and be super visual about what was going on) and I glance over in his direction. He was staring at me, directly staring at me. It was kind of like a puppy look? I don't know if that helps at all. I guess I looked him the eyes for a while, 3-5 seconds maybe... I probably should've smiled but I was so interested in why he was looking at me that I guess I kinda forgot. Why might he not look away after me catching him? He's very outgoing, so maybe he just wanted to be straight forward or something? Maybe he didn't notice I was directly staring at him and thought I was looking elsewhere? Maybe he thinks I'm a goddess?
He seems to ALWAYS try to get my attention, the first day I met him he came up to me and pulled the "How much does a polar bear weigh"

line, yet I keep telling myself he was just trying to be funny. I always have been delusional when someone likes me, someone can straight up say it and I believe nothing. Like he totally could have been trying to be funny. Again, he was an outgoing guy and super extroverted.
