Tell her that, say you'd like to be just friends but she's too young for you and you aren't about to risk your life for something like that. Be nice about it, but you need to be CLEAR. No mixed signals, don't give her the impression you'll wait 2 years etc.

Just tell her you're flattered, but you can't reasonably date an under-aged girl.
And in two years, if you guys even still know each other, and she's somehow still down for you, fuck her.
