I'm over the age of 18 but I'll try and give you my thoughts. I think this is the first time I have ever seen a girl ask this question. It's usually the other way around. Maybe the girls coming up are becoming more assertive which is a GREAT thing. Anyway, I would be all for a female approaching me at the mall or a public place. It would make mine and any other guy's day. A lot of dudes try and put up fronts like they are hard and cool but if a girl approaches you unprovoked, it's the greatest feeling in the world.
Most likely you'll get one of two responses. Either the dude will be surprised or he'll welcome your company. I will bet anything that the one thing that won't happen is a REJECTION. We men are simple. As long as you're kind of cute and come off as a girl that likes to have fun, you have our undivided attention.
As far as where to meet guys your age, it all depends what kind of guy your looking for. I assume your high school aged, so a lot of school teams should be starting summer practices so if you're into athletes, you could either go up to the fields or find out where they hang out after practice. The beach and restaurants are excellent places as well. We go there looking for girls, so why not make it easier for us!

Like the other guys said. there is nothing wrong with doing it, its getting the nerves to do it! When I'm out anywhere with my friends or by myself I will always glance at girls I find attractive and wait for a sign of them looking back. and when they do I will give a slight smile to them and look away because of the thought of it being awkward to talk to some stranger out of thin air. I think starting the conversation is by far the hardest part. because honestly what can ya say to a complete stranger? lol. over time you will build more and more courage to talk to people. I'm getting there now. I introduced myself to a couple new attractive girls at work, got some numbers ;) and I once wrote my number down on a receipt bill to some waitress. but anyway just small likes like smiles and saying hi are the best ways to start building your nerves. good luck to you!
It's hard to say exactly what is the right or wrong thing to do in a situation, because every situation is different; every guy I different. It would be very upfront to go right up to a guy sitting down at a food court, not that it's wrong. It's just. coming on a bit strong. If you go were to do that, then that's kind of giving yourself up too easily. It's true what they all say- Guys like the thrill of the chase.
When I met my boyfriend, we were, in fact, in a food court. After I was absolutely positive he'd returned my smile, I got up and walked right past him, barely looking at him. And sure enough, his gaze followed my caboose. I bought a coke or something at a fast food place which was practically right beside his table, and on my way back to my table, I slipped him the receipt of my recent purchase (which had my number written on it in a hassle). I waited a few seconds for him to pick up the receipt and see what was written on it and then I looked back, saw him grinning at me, and gave him the cutest smile I could manage, and then returned t my table to sit with my friends. Haha I'm not saying this is foolproof,. and it does take some guts and an EXTREME desire to be flirty, but I am saying that it worked for me. More than once. And this last time has been wayy worth it.
Well, firstly, I'm a girl, so I can't really speak from a guy's perspective exactly, but to be completely honest, I agree with what the guys have already said. No, it's not weird to approach a guy at a mall! It's great that we girls are starting to get the courage to make the first move :P. Haha it's worked plenty of times for me before, and guys tend to be incredibly flattered. But yeah. Trying to make eye contact first works, and if he looks back, well then you know he's probably as curious, if not more curious, as you are. Once he's glanced your way, flash him a genuine smile. That's kind of how my boyfriend and I hooked up hehe, and he's way glad I had the guts to get his attention :P

Certain guys are jerks that only want a girls body but then you have the good ones who only think about the personality instead of the looks. What is your opinion on that? like everytime i'm out with friends should my friends and I feel disrespected because of the whistles and stairs that come our way. Like i think it's disrespectful and i feel like guys only want the body instead of what really counts, the heart and personality. Like whatever happened to them type of guys that hold the door for a girl or instead of checking a girl out they politely say you're beautiful. Don't get me wrong they're plenty good guys but the bad ones are everywhere and the good ones are hard to find.

NO IT ISN'T!
There's nothing wrong with a girl approaching a guy; in fact it's a GOOD thing!
There are lots of nice guys your age at your school, on the various teams and clubs, but yeah any place is a good place
But please, nobody more than four years older than you!
ya know - its one thing I've always wanted to try ( not brave enough) - id love it if a random girl approached me in a public place
at least I'd know it was for me and it wasn't just beer goggles and bad lighting :D
