Fear, if not TERROR, of rejection is the only reason. No guy wants to approach a pretty girl, ask her out and have her, for example, laugh in his face.
Balls come with age and experience. I wouldn't talk to an under 18 year old, unless I wanted to be like a cool older brother. But I would never be afraid to approach even a group of hot women. 21 and over of course.
Most people may not agree with this but in my opinion I am a bit old fashioned in the sense that I believe guys should have the balls to talk to girls they really like. If a guy has ample opportunities to talk to me and never acts on it, it's bye bye boy. Your not wasting anymore of my time. I will not put my life on hold for you. I have had guys sending me intense signals through body language, only for me to develop feelings for them and discover that they are already paired off. So it's not fear of rejection that's the issue for me. I've just had enough of being messed around. Which is why I am quite stubborn. Lol. To all you shy guy's and girls out there just remember that life is full of rejecton but it's also full of acceptances. So please just break the ice with your crush. Don't wear your heart on your sleeve right away. Get to know that person first before you dive in. Personality is more important than looks.

Don't take any notice of your friends slagging you off. After all you were the one with the courage to make the move. Plenty more fish in the sea.

It is mostly because of confidence. But sometimes it is because she is so dumb I would rather NOT talk to her. Remember...beauty only goes so far
