The great thing about those two quote is that they do not contradict each other at all the saying goes
"Time Heals all wounds but scars last forever"
meaning that there will always be "scars"(things) that will remind you of your pain even after the wound has a long healed as for the other quote
" Absence makes the heart grow fonder"
Is also true we all experienced missing someone we love and when we see them again were Overjoyed to be reunited but The greatest and most terrifying and worst thing about love is that its a CHOICE!

Those 2 quotes actually contradict one another..it only applies on different situations..also..it somewhat case to case
Absence makes the heart grow fonder: is for two people who are in a committed, serious relationship who love and understand each other, but who are apart for a certain amount of time. When they return to each other, they will be more excited and feel for their partner more.
Time heals all wounds: is for two people who break up. Once a certain amount of time passes, they will feel better about the break up and can finally move on.
Absence makes the heart forget.
Time doesn't necessarily heal all wounds. Ever heard of a grudge?
Although maybe this quote will help: "If you love someone, let him go. If he doesn't come back to you, it wasn't real love in the first place."
It depends on the context with which they are used.
