She was only interested in him as a friend, and now she feels very awkward about the relationship. So maybe what you need to do, is nonthreatening, find out if she has any feelings for you. How do you that? Well, is she in college? You can say, 'so, have you met the man of your dreams, are you dating anybody.." And see what she says. Honestly though, most of the times we have an idea if the person is interest. Now, my question is, what is your present situation with this girl. Do you talk to her daily? Do you hang out with her? Does she ever give any hints she is interested?
You definitely need to move slowly as you don't want to scare her. Even if she is not interested and you like her so much, then you need to move in and conquer! Good luck!

My girl is 6 years older than I am. At your age, and as you get older an age difference between you doesn't really matter at all.
If you think that she is someone that you would want to be with, then go after her. But really, only you can know how quickly you want to / should move.

First of all AGE AIN'T NOTHIN BUT A NUMBER!! 2 years is nothing don't let that discourage you!! If you have known her all your life hopefully you two are close enough friends to be able to talk openly... If you want her to know how you feel then you can express it with out giving it all away and risking her feeling awkward not knowing why you'd be expressing those feelings to her so suddenly.
Try sending her flowers and on the card writing thank you for always being there! Lets go out later for lunch or drinks... then when she meets up with you ease into the conversation keep it light tho not too mushy remember its all new for her and you wouldn't want her to feel like she's on the spot or uncomfortable... see how her reaction is and go from there don't drop the L word just yet tho! DEFINITELY WAIT to see her reactions and find out how she feels about everything else first good luck!!
If you just tell her that you love her it'll make the relationship weird and awkward-just express it to her. It might turn out better that way. But if you think that she likes and feels the same way then tell her.
