If he's at work then you need to be a little more understanding. He is his own person with his own life, not your servant who should be waiting at the tip of his toes for your beck and call. A lot of employers frown upon cell phone use at work, and some people have even gotten fired over it. I know I don't like to use my cell at work in front of certain people. Plus depending on the kind of work he's doing he really could just be too busy to stop what he's doing and check his phone for texts.
As long as he does eventually respond to you, that's what matters.

Being too busy: having so much to do that you don't even get a chance to read text messages, let alone pick up your phone.
Ignoring: reading the message but purposely not responding to the person for whatever reason.
Give the guy a break. He's working 2 jobs. He can't always be at your beck and call.
are you texting while he is at work? Most employers will fire or write an employee up if they are texting on the job. And a man should be allowed some time for himself. I'm sure he has other things and people in life that are priorities too, (like family, friends, chores, etc).

that's a little harsh. Text only when you know he's not working. Beyond that, texting is lame. Voice.
