I'm gonna keep it short and sweet here. I think under vague or questionable circumstances, as in when the plans are made, the behavior on the "date" dictates if it's an actual date or not. If even that's vague, there's always the good old question "What do you think of this as?".

well he probably likes older women.plus umm, yeh obviously he wants to date you, normal friends don't do that sort of thing, and he didn't straight up tell you probably because he expects you to know that he wants you.and wants to take that whole friendship thing to the next level.
If you feel the same way about him then great! and he most likely was too afraid to ask you out on a real date.
but if you see him as only a friend then gently let him know that. I know that that'll really disappoint him but it's better than leading him on.

this is obviously called dating. if you don't want to date him, tell him asap. seriously. this guy is putting in too much effort for you to still be questioning what is going on.
