Guys: is "cuddle buddy" another way of saying he wants a "sex buddy"?

I've been talking to this guy for about 2 weeks now. We know each other from school, but besides that I don't really know him all that well other than from what we've talked about these last 2 weeks. We've made plans to hang out, but our plans have always fell through due to work. Well one night I was at work and he brought up the fact that he wishes I wasn't at work because he wants a "cuddle buddy." I told him I would be his cuddle buddy, so we made plans for me to come by his place to hang out. I'm assuming to watch a movie and to "cuddle". But is he thinking otherwise? I was wondering if maybe he's thinking to watch a movie and than to have sex. I'm not the type of girl to just give it up that easily, and I do want to cuddle, but not if its going to lead to sex right away. I'm not necessarily looking for a relationship either, but just to simply cuddle. I feel that if he was only looking for sex, he wouldn't have wasted his time talking to me for this long as it is. He also calls me beautiful and compliments me. I don't know guy code so please guys can you help me out on this one? Does the phrase "cuddle buddy" actually mean "sex buddy?"
