Out of 10 girls, I'll probably approach one because I'm like 95% sure she'll say yes, to the point where it's so blatantly obvious that it was just waiting to be said verbally.
It sucks (both for girls and guys) but both genders fear rejection just as much as the other so they'd rather do nothing and stay in their little bubble.
Just reminded me of a really weird example. You can either be like the stock market where you take a risk and there's huge highs and lows. Or you could just play it safe and keep your money in the bank, nothing good is going to happen, but at least things won't take a turn for the worse.
Ok really lame example, but the idea was great before I tried to put it into words.

Agreed, staring is flirting, it's like testing the waters. Guys are really afraid of rejection. If you really wanna know get alone with him. Flirt a little and see what he does. Guys feel braver in a one on one situation. Maybe it's because if he does get shot down, there's other people there to see it. But you still have to make it pretty clear you want him to make a move.

Yes, when a guy stares at a girl, he is usually checking her out because he thinks you're cute. But most guys are shy and afraid of rejection which is why they don't always approach girls or try and make a move.
