I personally would never forget the initial rejection. To me, that says it all. So her coming back, it would just feel like she's settling for me or something, even if that wasn't the case. I'd just feel like "I wasn't good enough the first time, why now?" Yes she liked someone else, but I'd still feel I was her second choice or best option.
However, if you feel differently, just contact her and explain your reasons why you ignored her. She'll understand. Let her know you still like her.

She has already proven that you are not her best option. You should be with a woman who puts you at the top, not a woman who treats you as a backup option. the only reason why she's talking to you now is because the guy who she WAS more interested in didn't return her feelings, and now she's crawling back to you. Don't fall for it. Move on and find a woman who will treat you like her best option.
I personally would tell her the honest truth and tell her that you want to still be friends with her but you can't date her because of how she treated you unfortunately girls that age don't understand that when they do something to a guy there are consequences. They read way to many magazines about relationships and don't have enough experience to pull one off.But just tell her the truth and remember everybody is unique in their own way. and keep in mind that if she did that to you now think about if you dated her what she would do to you then.
I think you should just approach her and talk to her because she might be reluctant to talk to you since you ignored her. So make the move and talk to her about how you feel and if you can have another chance. Maybe something that goes along the lines of:
"Hey (her name), was just wondering if you would like to hang out sometime? I know I have been acting strange for sometime so I'm really sorry about that and I'll understand if you say no."
