Sounds like he is insecure and was probably worried that you aren't that into him since he has to initiate the interaction every time. You should just have talked to him, I'm sure in his mind he figured that if you wanted to talk to him you would. He was probably just nervous for the reason I described but it never hurts to ask. Why not ask him?
He is shy, maybe for its hard for him to talk to pretty girls!
This has happened to me before. I think it means he is scared to death of you because he likes you. I personally think it's a turnoff.

Well if he's been figuratively been all over you and talking to you before, then maybe he wanted you to make a move on him. It's not cool when the dude initiates the conversation every single time.
hes shy he probably really likes you if you want him to talk to you try just saying hi to him once first and start with joke to make him more comfortable
