There is one possibility in that he is not trying to pressure you out of his personal security. How so? Sexual harassment. The times have changed the details of when and how women can drop this social bomb on us, but for the past 15 years, the damage has been so devastating, intelligent men have no choice but to be cautious. I used to work in enough job environments to learn how to avoid a woman's direct contact, prevent ANY touching, saying things that may causes a problem and such. Asking a coworker or fellow student was ultimately forbidden as this was a sure thing to getting fired, expelled from college and so on. That is hopefully the worst scenario.
I'm thinking he may be afraid that if he finally approaches you, you might tell him off: the typical "Sorry, you're just not my type." This does wear down a man's confidence and patience after roughly 10,000 rejections...give or take a thousand.
There is old saying: "If pushing does not work, try pulling." If he won't come to you, then you go to him. This will most definitely break the ice as he will realize that your initiative is a good thing. In all my years, my average looking self had never experienced a woman walking up to me and telling me off because I wasn't her type.
Good luck

more than likely if he's shy yea but it all depends on the guy. You got few shy guys who will look at you no matter what.
If you knew the answer why ask?
Yes they do, that's why they are shy.

me and you text all the time so I know that you're beautiful...i honestly don't think there is a straight man out there who is single who wouldn't like you...he likes you I'm sure!
If you catch a guy looking at you more then once, and you don't have a booger hanging out of your nose, then he likes you. Plain and simple.
Shy guys will be shy there is no other way around it. Personally I will tend to look away out of respect, especially if its someone that I do not feel I have made that personal connection with yet.
two possibilities:
-he's shy
-he's afraid of being called "gawker"
(there may be other answers)
