Guys are not as likely to find a girl creepy, as a girl is to find a guy creepy. The only creepy girls I have ever met, came off as stalkers. They even knew where I lived, even though I had never told them.
If he knows you like him and he hasn't made a move, then he is either extremely shy, and needs you to make the first move, or he isn't interested in you right now. Their is always a chance you can get him to like you, but I would advise against investing to much into a person that doesn't seem interested in dating you. You are more likely than not, to end up getting hurt.

Well sometimes people want what they can't have (guilty) so maybe there's a chance that you like him because you can't have him. he might even be staring at your friend in front of you on purpose so that you'll chase him. girls seem to like guys who dont seem to give a shit and you might be doing the same. did you ever like him BEFORE you realized you can't have him? think about that.
be grateful that he knows that you have a crush on him and he is not using you , he is a good guy I can tell but he doesn't see you as what he is looking for in a woman just try to live your life without waiting for him to choose you , because if it happens it's going to take time , so much time.

There's a way that he will like you. Spend more time with him, talk to him a lot, compliment him a lot, and dress beautifully for him.

try and find out from that other guy if he likes you back. but the chances are he might not talk about his crushes with friends. I don't.
