She could be looking for a quicky. She is probably interested but not interested to the extend of starting a committed relationship. This happened to me before, and the girl I like"that was giving me mixed signals" ended up smashing my friends best friend and my friend told me she is a DTF nymphomaniac all the way. So this scenario is highly probable. Or she could be really busy or could be seeing someone and gets cough up when she is around you. Ask her one more time - three strikes and YA otttah heeeeh - only if I could say that in my italian Brooklyn accent in person lol. She turns it down again either ask her what's here game or move on.

Of course your gut feeling is telling you she's not interested. If she was, she would have said yes already, no ?
But it might be something else (depending on how she turned your invitations down). Maybe she has trusting issues, maybe she is too busy, maybe... All those might be red flags in the making though, if they are the reasons invoked.
If she blew you off twice, find an opportunity to tell her that it's up to her to invite you next time. And go no contact. If she is really interested in you, she will recontact you.
Meanwhile, see if you can date other people.

It seems like she might just be enjoying the chase. Trust me, if she really liked you, she would have suggested another time and kept to it. Don't play girls' games. They can be just as bad as men.
