I'm a boy and I like to sometimes cross my legs; it's not in any way uncomfortable. I don't get why sitting like that is so hard for some guys, lol... is their junk really that big?
I think it goes back to when most women wore dresses.
I would definitely say that it is comfortable for me to cross my legs, I always sit that way or I would sometimes sit Indian style on a chair.
Yes it is comfortable, and, moreover, gives me a sense of security, especially if I'm in formal western dress.

I think it's very comfortable. I always cross my legs or ankles. I do it all the time when I wear a skirt or dress at times too.
