That's a difficult one to say. Girls do a lot of strange things; being male if I sent a photo of myself in my underwear to any of my male friends we wouldn't even be having this conversation. Girls can darn near lick each other before it's considered as an advance. But if I were to guess; she's gauging you're reaction.

I doubt it, and so what if she is? if you find out she definitely is, then tell her you aren't into it.
My female friends and I are all like that without being romantically interested at all.

the boundaries with women are different to men, such as underwear pictures, men would not do that, however your gut feelings are probably nearer the truth, you are able to judge the way something is said and put over better than any of us
