The whole women don't like to be cat call comes about when a woman is being called out by men she does not get validation from. While in the right setting and from a male she does get validation from many women would actually be very receptive and flattered by the cat calling. The current setting of shaming cat calling is the same as creep shaming by women. Where women want to dress up in attractive clothes and look good in public but they only want certain men to approach them.

So let say a girl put on her makeup and outfit to look good in public. Any logical person knows depending on the amount of skin shown or how pretty the woman is men will have a natural inclination to stare. Some men go step further and express macho attitude by cat calling to let the woman know that he finds her sexually attractive.

Cat calling is all deep rooted back with the mindset that men must approach and reveal their intention of liking a girl. Men are trained and condition to be the ones to risk and express their desire to get anywhere since women tend to be passive.
