Guys, do you truly stop dead in your tracks if you see a pretty girl?

I'm worried because when I was walking home from a walk I saw this guy working on repairs on a house. He stared at me real good, he was probably my age (25) he wasn't creepy looking though that may not matter.

Then I was driving home and he just noticed a female (me) driving and gave a stare/closer look and went "whoa!"

Then, what bothers me, is I came home and saw him at the work site at that house and he was already in his car and already leaving and when I parked my car in front of my house and I'd gotten out and walked towards my house, he was driving by and he stopped dead in his tracks and like, watched me go up the stairs. And drove away really slow. He was alone.

Is this really normal for some guys or should I continue to worry? I will always play it safe, I do suspect everyone. I'd like to not worry though.

So is this a typical way for a guy to act or is this out of line? I have seen guys act like this in groups but not alone, that's the thing. Like act in groups to be a "guy," where he was alone it makes me feel like wow is he for real? Or do I have a problem on my hands?

Just worrying he's a stalker or someone that could be a danger to me.
