Guys who do this have issues. Usually a control freak, woman beater or rapist or other variable of creep. Most guys don't do this. They either check you out when you're not looking, or give you a smile or smirk when they make eye contact. Simply staring you down is meant to intimidate you. I have the same problem with my ex right now, he knows I look back at him and I just stay away from him because he lied to me saying he really liked me, but it's in the past so why should it matter now. All that matters is, moving forward with your life and hoping for the best future you can possibly get.
You should do the same thing to him, or next time he does this , go up to him and ask if something is wrong. They could be trying to harrass you. Did you break up with your ex? You can get a restraining order to keep them at a distance, If it really bothers you, I think.

This is probably something you can figure out yourself.Though some guys do stare at girls to get on there nerves.very few though,i only know 1 guy who does it.
