Well I'm 5'8", which is hypothetically the 50% mark for American men -- 50% are taller 50% are shorter. Anyway I guage tall and short off my own height and vary it for guys and gals.
Guys -- My height + 4" (up to 6') = average
Below my height = short, especially once you hit 5'6" or below
My height + 6" (6'2" and up) = noticably tall
6' - 6'2" and 5'6"-5'8" are gray zones where posture and precence weigh in to determaine if someone is tall short, average or tall.
Girls -- My height - 4" (below 5'4") = average
Above my height = tall, especially once you hit 5'10" or above
My height - 6" (5'2" and below) = noticably short

Side note in the US 5'4" for women and 5'8" for men are supposedly average, so I guess my average buffer accounts for the high end of average, but I'm on the taller side of average so I think it works.
I think 6' and above is tall. Although If a guy was just at the 6' mark I might say he was still average... not sure. I would consider 5'7'' or shorter short. In between is average. I think every girl probably has a different definition for this, though.
I myself would be like that person is Taller than me they would be TALL, and if the person was shorter than me I would say they are SHORT, but with the short side it does depend cause I'm 5'7 in a half so probably around 5'3 and under.
Look up. If you see their face, you're looking at a tall person.
Look down. If you see their face, you're looking at a short person.
Straight ahead? Averaged size person.
Height considerations are relative to your size, so if you're taller than someone at 5'9, they're going to think that you're tall.
Are you taller than the girl giving her opinion? Then you're tall.
Are you shorter than the girl giving her opinion? Then you're short.
It's all relative.

I think short for a guy would be anything below 5'6;
Tall is anything over 5'9, but my tall preference personally are the 6 foot and up guys :D
Less than 5'6" is short.
Between 5'6 and 5'10" is average.
Between 5'10 and 6'3" is tall.
Anything above 6'3" is very tall (giant)!
It would depend on the girl and her height. To me, you're not really considered tall because I'm 5'8". IMO, tall would be 5'10" and up. Short would be 5'6"-5'7" and below.
well, I'm 5'6 which I thought was tall, but people call me short, so I'm as confused as you are. But I guess if your taller than me, then your tall and if your shorter than me then your short.

so a tall guy for me would be 5'10 and up
and short would be 5'6 and below
and average would be in between 5'6 and 5'10
I'm 5'1, so, most people are tall in my perspective. I have a 6'5 cousin that still towers over me when I wear 6in heels.
I think 6'+ is tall, and less than 5'9 is short. Then again, it depends who you're comparing with... I'm 5'10", so even a 5'9" guy would look short with me!

To me, someone is “tall” as long as they are a few inches taller than me. Being 5’2” this isn’t hard to do.
I think that being tall or considered tall is relative to the people in your area. Foe example in an area where most people are 5'5" tall they may consider someone of average height to be tall in relation to their height.
If the average is between 5’9-5’10, then 5’8 is below average and 5’11 is above average. 5’7 and under is short, 6’0+ is tall.
