(1) If she looks at you and (a) her eyes are "smiling", or (b) it's for more than about 5 seconds, she likes what you're saying. This is a sign of very basic interest, leading at least to an acquaintance or friendship, if not more.
(2) She may also look down and back up at you, which is the shy girl's way of saying she can't stop looking at you. This is a sign of attraction for a shy person. NOTE: If she avoids your gaze, it's a sign of rejection, so you have to watch how often she looks back up at you.
(3) Lastly are "sticky eyes" -- the girl looks at you when you speak; when someone else speaks it takes her a few seconds to look away from your eyes, then as soon as the other person finishes, she looks back at you (or looks from you to the speaker), which shows she is there primarily out of interest for you. Her thoughts are doting on you. She's most likely either (a) thinking about how many ways to wrestle with you or (b) considering prospective dates and the pattern for your wedding china.

You can't accidentally look at someone like you're imagining them with their clothes off. Nor can you accidentally stare at someone more that four times within one sitting for longer than 3 seconds. If I'm just glancing, I might do so a few times. But if I actually let my eye lingering onto a person for longer than usual. You can rest assured that I'm either attracted or at the least a bit interested.

If she looks back at you frequently or if she smiles or looks down shyly. If I accidentally make eye contact with a guy I don't care for I'm just not afraid to look right at him and then look away unmoved...whereas if I like someone I will break eye contact and then fidget by touching my clothing/my hair/face
If it's longer than like 4 seconds, maybe there's a small smile or she turns her body toward you, she might tilt her head or lookup from under her lashes.
