Why do guys seem like they are attracted to me but never ask me out?

I've always had this problem. It's only the really old drunk creepy guys that ever instigate anything with me. I have low self esteem but lots of people tell me I'm beautiful so maybe I am, maybe I'm not, but guys always check me out, but that's all they do, they never want to talk to me. Well I'll just use yesterday as an example. Lots of guys checked me out but none of them talked to me. I went up to one guy and talked to him and then his buddy (who I also saw staring at me the whole day) came up to him after I left, and said "who's that?" and then all I heard was him exclaiming, "damn!" a million times and I dont know if that's good or bad. There was also a hot guy there who was just standing there and staring at me so I gave him a compliment and he got all smiley and blushy, but that's all that happened, so I left. He could have been staring at me just because we are sort of aquantences and he might have been thinking "wtf is she doing here", we tried talking in the past but he was just too shy and it was awkward, he'd only respond in one word answers so I thought he hated me, but whenever he looks at me he appears really excited or amused for some reason.
Also yesterday I did first aid on this attractive guy who was hurt and a male relative of his made this comment to me "if you hurt him more you have to kiss him better" and it was kind of awkward, I didn't make eye contact with either of them and just giggled. Anyway, they all seemed really eager to run away from me even though they seemed to be checking me out, even the guy I did first aid on ran off as soon as I was done. I just get mixed signals from guys all the time, it's like they might think I'm attractive but they don't want to have anything to do with me for some reason. Why?

Maybe they like you, but they have better options. Maybe you are too good looking, and they think you are out of their leagues. Maybe you are not so good looking, and those "old drunk creepy guys" are your league.

Well this is stupid, I could care less about being treated based on my appearance, I want to meet a nice guy. In this world, anybody can get laid based on appearance regardless of what they look like, even people you might think are hideous get more ass than you. Besides, this ain't some judging contest. One person might think you are beautiful while another person might think you are unnattractive. I highly doubt some random people online telling me what I look like is going to solve my problem in trying to understand the behaviour of men. As humans we are not attracted to the same thing. I'm not talking about that though. I don't have problems getting laid, but I don't want that. I don't want people to view me for what I look like, I want to find a guy who likes me for who I am. I don't just display my looks to people, I display my personality, my talents, ect. They may stare at me and want to get in my pants but it still seems like they don't want to get to know me as a person.

Also, random strangers on the street do not compliment other strangers if they don't think it is true, especially in larger towns where people usually keep to themselves. All the other people I know tell me they never get compliments when they go out. Logically, if you are a plain, average looking person that just blends in with everybody else, you won't get noticed in public, people wouldn't stare or compliment you at all. People don't stare at people they think are ugly, they tend to not even see them or aknowledge their existence. They don't even notice people they find unattractive, they just glance, forget and look away, that might be shallow but it's true. When they see someone that they feel is really unsightly, they try their best not to stare at them because otherwise it's rude! Do people really glare dissaprovingly at circus freaks, I don't think so man, I've only seen catty little girls do that on television shows. People here at least really aren't that rude in real life.

You are really oblivious to men's behavior if you think physical appearance doesn't matter. You are even more so if you think qualifying for getting laid equals qualifying for a relationship. Men have really low standards for the former, while high standards for the latter.

I am trying to help you, not argue with you. Yet you came with a two comments rant about how "stupid" it was. Perhaps your attitude is exactly the problem.
If you truly want to find the reasons you aren't getting asked out or are treated just as a fuck buddy, you need to actually be willing to accept the possibility that your views are wrong.
