I wouldn't say it's disrespectful but I do consider it to be slightly creepy, especially if it's a stranger. It's totally cool to check out girls but when they're doing it in a super obvious and sexual way it makes me uncomfortable. Like, I've been guilty of checking guys out in public but at least have the courtesy to not stare them down like a psycho. What part of that is sexy?

Every guy has the urge to check out a girl, they just don't act on it. Some do it when you're not looking, and some do it without caring whose watching or not. It's normal for a guy to want to look at girls. Same for girls we like to check out guys too.

Why do you automatically consider it as him thinking you are a piece of meat? Perhaps he is weighing the situation to determine if he even should do it and reading your personality type. I will say that obvious staring and (especially up and down) is creepy but most of the guys who do it are just considering "should I" and get lost in focus from what I have seen with people around me.

Only true creepers will stare a woman down for more than a few seconds and consider her a piece of meat. The rest? Nah, they are either admiring or considering their move and if they feel she is worth their time.

I am thinking of the long up and down stares, not the innocent ones and I am sure many women know the difference. But then again I am thinking of a man who intentionally licked his lips and continued to pursuit even after a polite gesture to back off. Although, you could be right, I may be setting up a precedence because of that experience.
