What does a guy really mean by "cuddle"?

So when you text a girl "I want to cuddle" what's on your mind? Genuinely cuddle or you want sex? My crush been texting me this for several weeks now and it drives me nuts I don't know what he really wants.

It depends on the guy, if he's kind of impulsive, lacks self-control, and is promiscuous then yeah he's probably hoping it leads to sex. This is a lot of guys to.
If he's either gay or disciplined, honest, strong-willed, and chaste then he probably genuinely just wants to cuddle.
