Why do guys stare at me on the tube?

I'm in London for a while and I've been using the tube to get around, obviously. I've noticed that guys around my age tend to get on and sit down and then just either constantly stare at me, or are constantly looking over at me. I spend most of my life trying not to draw attention to myself so I spend these tube rides with my ear buds in, my music playing, and I'm staring at my hands or at the ads on the tube the whole time.
I'm not flirting, I'm not doing or saying anything interesting, I'm literally trying to blend in as best as I can. I'm not even particularly attractive or anything. They never do anything about it either. Just look and look and look until they get off at their stop. So can someone explain to me what the deal is, because it makes for a rather intimidating and uncomfortable ride to have someone staring at you the whole time.
The women keep to themselves, and the older men even keep to themselves. So basically this whole thing confuses me, haha
