To the tall guys of this world, how often can you see down short girls shirts?

So the title says it all. I was about to go out to a party with my boyfriend and I put one of my favorite dresses on. He told me not to, and I asked why. He said people would be able to see down my shirt, I didn't understand because it didn't have cleavage or anything. He said that because I was so short the for any slightly tall guy it's really easy to see down my shirt. I found that funny because that was the dress I had met him in.
So I'm wondering how often can you see down a girls shirt? I'm quite short, so does the girl have to be short? Also my boobs are pretty big, so is that a factor?

It's not really all that difficult, honestly, depending on what they're wearing. I never really considered it to be a big deal, though, because I'm polite and respectful.

If a short girl is wearing something with a low neckline, my eyes might scan over the area naturally, but only for a second, and then I just don't look. It's rude, for one thing, and unless it's someone that I'm involved with, there's no point to looking.

I like breasts just as much as the next man, but it's not like I've never seen cleavage before, lol. It's not difficult to politely keep your eyes elsewhere.

Its pretty easy to. Its best just to focus on their eyes or the top of their head to avoid the chest. Just because you can, does not mean you should look.

Why would you look at the top of their head? I anyways though I feel it's hard because if I even stand near I tall person I have to tilt me head pretty far back. Which my boyfriend says, makes it really easy to see down my dress. So should I take a step back

only when they're on show just cover up problem solved. I tend to be more attracted to girls that cover up they seem less desperate in my opinion
