Well, it means he isn't as comfortable around women he is interested in as in other situations when he is LOUD. He is outgoing and opinionated, but has little or no practice and idea how to deal with women he is interested in. Approach him carefully as you would a shy guy, maybe talk about one of his loud opinions you both agree on. He will most likely open up to you as the familiar ground comes back, although he may not realize or pick up on the signals you are interested in him.
As you said he isn't shy, but isn't good or comfortable around women he is attracted to. I believe this will change in time, but for now it is the case.

He's probably very attracted to you and doesn't know how to deal with it. The power of the attraction likely intimidates him. If you like him, try to warm him up. Carry the conversation for him for a while. Eventually, he'll be able to relax with you and you'll be able to see if anything romantic can develop.
But if you don't fancy him, allow him stay aloof. Just treat him respectfully.
This is exactly how my crush acts!! Thank you so much for asking this because now I know I'm not the only one in this situation! Except when I look at him he looks away not down. When I tell people this situation they say he likes me but is nervous around me. It only confuses me because I see him be himself in front of many other attractive girls
