Simple, because they think the female will possibly reject them so there is no point in asking them out, especially if that other guy has better chances than him and is the reason behind why she'd rather reject him.
It's not that difficult, really. You want something, and someone else is possible for you not being able to get it. That's how they perceive it, anyways.
Men are a bit animalistic. Anytime we see a woman we want we get territorial and view any other man as a challenge to our own manliness. Its kinda like when women see a girl with a hot guy and the instantly think they are a skank.
They might be hiding their feelings from themself. They might not want to admit to anyone that they have feelings for the girl. So they don't say anything. Until they see her with someone else. Then they can't help but get jealous and they have to say something, but still are too nervous and confused to ask the girl out.

For the same reason why a girl gets jealous when her crush is talking to another girl. They fear that their crush is gonna end up liking that other person before them. Simple as that.
