Rather than answer that, I'd ask why you why you feel nipples are weird? They're pretty much one of the most natural features that is.
We males are conditioned to look at breasts and to enjoy looking at them. The nipples are simply the center point of those breast features, both visually and, well, sexually.
Speaking of which, there's of course this delightful little feature that the nipple gets erected and bigger when sexually aroused. So, nipples visible through clothes _might_ be a sign that the girl is, well, sexually available. In any case, if they're visible, they're a powerful reminder of the girl as a sexual being.
About the size of the nipples: I've never seen nipples that has been "too small" or anything like that and Lots of guys wouldn't mind, or even prefer, smaller, perkier nipples.

Personally, I actually don't want to see the nipples, I just want to see the curves of the ass or boobs. They are just so pleasing to the eye. Without the nipple, I think it would be better.

Because it is taboo to see them. You can get away with showing a lot of breast area in public as long as there is no nipple showing. It is the nipple that makes it scandalous.
A lot of states have laws that strippers must wear pasties: meaning they can show everything BUT the nipple. We are conditioned to think we aren't supposed to see them which makes people want to see them.
