Well for me, i am very shy and when it comes to women i usually go submissive. What i mean is that i rarelly make eye contact with her unless we are friends of course. In that case i usually give her room (personal space).
I am always kind and some might say "wiped".
Some guys however treat the women like crap. Ignoring, calling names, etc.
A little advice. DON'T go for them because they are physiologically proven to be wife beaters down the road.
He likes you but there are other girls in his life that he is more interested in. You might be a backup plan that he thinks about occasionally, but ultimately he has better prospects. he doesn't want to associate with you in public because he doesn't want to give other girls the wrong idea, but in private he would be dtf or hookup
I had the same thing happen once... I knew the guy was interested, but he never asked me out, so I gave up on it and stopped giving him attention. So now that he thinks I'm not interested, he's all over me even though I don't want him now lol so maybe try and act disinterested a little, and see if he gives chase. Just remember "entice and withdraw."

Ya know, I REALLY want a cat! There is this one cat at the animal shelter where I volunteer who really seems into me. But I'm never home, I don't have the money for a cat, and my dad is HIGHLY allergic. But me and this cat are totally into each other. I think maybe it's just the wrong time to get a cat. I'm not ready for a cat right now...
