Guys, What does "you're welcome to come over" mean?

I've been friends with a guy for about 2 1/2 years. We hang out most weekends (for several hours at a time) and do different activities together. My friend is very much a gentleman, by the way.

When I ask if he wants to get together and chill out or if he wants me to come over, his response is always something like "you're welcome to come by if you want" or "I'm doing things around the house, you're welcome to come over".

He always phrases it so that it is my decision and doesn't indicate what HE wants.

For the most part, I've taken it that those are just the words he uses and it means the same thing as "sure, I want to hang out"; why else would he be so willing and available to chill?

But I'd like to get your opinions. Is it a po-tay-to/po-tah-to situation, or could this be an indication he doesn't want to but is being nice?

PS - He is the type of person who doesn't initiate contact with people often... I do that more.
