What does it mean when a guy says something but acts the opposite way?

What if a guy says he just wants to be friends with me and is in love with another girl but acts like he's madly in love with me? He's done things like inviting me on a date (we ended up not going because one of his best friends died on the same day), drawing things for me, looking me deeply in the eyes when we talk, wearing a bracelet with a sentence I told him once written on it, always saying "Just admit you're in love with me", getting jealous when I talk about other guys, told me a secret about a health problem he has, using everything as an excuse to talk to me, asked me what was the ideal love confession a girl could get and a lot lot lot more. If he never talked about the other girl I would be 200% sure he's in love with me. I'm the only one he talks about her. No one else knows about her. Is he maybe trying to figure if I'm in love by making me jealous? The first time he told me about her was the day after he invited me on a date. He told me he was in love but was afraid she was just playing games with him. And about the bracelet, there's "Let it be forever". English is not our mother tongue and he asked me how to say this, two months ago. Last week, he told me the girl confessed to him with a sentence. Guess the sentence? Let it be forever. Next day he showed me the bracelet, but I only saw his name written on it but he showed me the other side and the sentence was there. So? Opinions? What should I do?
