It's legal to take a picture of someone in public, even without their permission, but that doesn't make what they did ethical.
Sometimes I want to take a pic of someone. Maybe I like their shirt and want to search Amazon for it later, or I think a candid pic of them should be on facebook with some words of support. Maybe they're the next Sad Keanu.
But I always asked for permission before if I could, and always asked permission after if I couldn't ask before. If they wanted a copy, they got a copy. And if they ask me to delete it, even ten years later, I delete it. I don't own anyone's appearance other than my own.
Even if what he did is legal, I would still support you if you ripped the phone from his hands and smashed it to dust. I don't believe anyone should have the right to take photos of someone else without their permission if they're the subject of that picture.
EXAMPLE: I was once in line at an amusement park line with some friends, and took photos of them. I noticed some girls behind them, and made a motion indicating that I'd like to take a pic of them. They shook their heads as a no, I gave them a thumbs-up and a smile, and I moved on. When I got home, I cropped them out of my other photos as best I could, blurring them when I couldn't.

He was wrong for taking your picture and should of been man enough to delete it
what he did actually was violated your privacy also with his inappropriate comments

and went to the police they might look into the guy but he sounds like a creep for sure
but what happens if was taking pics that were really deemed as totally wrong such
as up a females skirt, dress, her crotch, breast yes there is sickos out there like that

:/ Unfortunately there's really nothing you can do about that except... boldly take a picture of him right back and let him know it will be posted all over social media warning other females if they see him. Respecting privacy and being courteous of others is a two way street. It's much worse for a guy's face to be plastered all over social media with warnings attached to it than whatever he had planned for your picture. :)
All I can thing to do is embarrass him if he ever does it again. Just talk really loud and be like "Did you just take my picture? I didn't give you permission. You cannot use my picture." And then take pictures of him and post them on FB and twitter, to the train's line's FB and twitter, to your police department's FB and twitter, and the local news station's FB and twitter.
I would have been pissed too, why are people telling you calm down, they were rude as fuck and I don't blame you for being mad.

I was so mad at her. I take pictures in public places all the time. I have been accused of taking pics of people when I was not. Strangely, it has only been men. I was not taking pics of those individuals. The fact that he denied that he was taking pics at all when he clearly was makes me think he probably was taking pics of you. However how could you prove it?
I have had this happen to me before! I was at a WWII memorial of all places and there was this guy with his friend and they were talking to each other then they started chatting me up and then one was like "you dropped your quarter" (i did) and like an idiot i bent down to pick it up and td the other guy snapped a pic.

If you live outside the states, I would check for the legality there. In many countries where it's illegal, some people also do it, because nobody with authority taught them it's illegal.

Its creepy and rude if someone does it! The gender doesn't matter its simply rude and creepy to take photos of people without their permission. Just calm down now and the next time someone takes a pic of you, take their phone and delete the pic or take a pic of HIM. Show them how it feels like to be creeped out. They deserve it especially if theyre planning to post it online. by the way what is wrong with you? All of a sudden she takes a pic of me. A fucking close up. Then she stands up and goes to the driver and says that Im threatening her life. I was like WHAT THE HELL ARE YOU TALKING ABOUT?

Then don't go into public spaces... You picture is taken by hundreds of cameras every day in stores, at stop lights, in university classrooms, at your work place, etc.
You can actually call the police on something like that and follow him. You want results? Pull every card! Follow them off, tell them your calling the cops and if there is a picture then they will be arrested.

I know the feel, it's creepy af.He's probably going to edit your pic to feature some random and deep quote completely irrelevant to the picture and post it on Tumblr to gain 100k+ notes.
Taking pictures of people without their consent is illgeal. A cop told me that before. But if a cop isn't right there then eh sorry that happened.
He probably won't do anything with it though. Not much you can do with that kind of picture.
