He could be thinking the very same thing you are. Invasion of personal space is funny thing it can be either way. Being co workers make things really tough. Especially since there is all this fear of anything being considered to be harassment of some sort people are very careful to not do something that can be taken wrong way there for causing trouble and losing there job. I have seen this myself from the 3rd person angle many times.
One thing to remember if you did actually start some thing and then it goes bad what happens do you quit the job because you now can't stand the sight of him. Or it causes problems at work causing work to remove one or both of you. Many businesses don't want this going on but it happens. Having seen this go both ways he could be doing this because he does see you as a person of interest but he not quite sure how to deal with it. Lets face it at work if he were to screw this up it would never really go away due to fellow coworkers would probably take sides and hold it against him or you.

If you work together not a good idea to get into a realtonship, if the relationship goes bad your work relationship can suffer also.
Their are rules
1. don't date co workers even if you are attracted to them your job is a source of income and a career don't risk it.
2. don't hit on the bartender especially if you are drunk it never ends well
3. lots of other situations were you should not date.
Why not just ask. Or slide in a comment jokingly somewhere in conversation and say
"You like me cause I'm awesome." It could be taken as friends or more so depending on his come back.
